UNI Europa and WEC-Europe have published a new joint report as part of their EU-funded capacity building project (2023–2025) to strengthen social dialogue in the temporary agency work (TAW) sector across Europe. The report showcases how social partners can work together to deliver better outcomes for workers, employers, and society at large.
At a time of rapid transformations, driven by digitalisation and AI, the project offers national social partners tools to negotiate effectively and shape fairer labour markets. Drawing on case studies and exchanges from events in Milan, Warsaw, and Brussels, the report highlights concrete solutions already delivering impact on the ground.
Examples include innovative training and reskilling initiatives, fair housing projects for migrant workers, and awareness-raising campaigns to improve workplace health and safety. It also calls for modernising social protection systems to reflect today’s diverse employment landscape.
Effective social dialogue is the key to unlocking these solutions. By building coalitions of change between unions, employers, public authorities, non-governmental organisations, and end-user companies, social partners can shape a more sustainable future for the sector. The report also underlines that effective enforcement and awareness-raising are vital. Strong regulatory frameworks, coupled with certification schemes and supply chain accountability, are key to tackling rogue intermediaries and ensuring compliance.
UNI Europa and WEC-Europe hope the report will inspire further action across the EU. Already, national-level social partners in several countries are discussing how to transfer successful models to their own contexts.
Ultimately, the goal is to build a more resilient, fair, and future-ready temporary agency work sector, one where workers’ rights are protected, businesses can meet evolving workforce needs, and social dialogue remains the driving force for progress.
